National Institutes
Over a period of time, National Institutes (NIs) in the field of disabilities have been set up under this Department. NIs are in the nature of autonomous bodies established under Societies Registration Act, 1860 focusing on specific types of disabilities. These Institutes are primarily engaged in Human Resources Development in the field of disability by conducting various courses, providing rehabilitation services to persons with disabilities (Divyangjan) and promoting Research and Development efforts in the particular field of disability. There are Nine NIs established, as given hereunder:

National Institute for theEmpowerment of Persons with Visual Disabilities (NIEPVD), Dehradun
- Residential school for the Visually Impaired upto the 12th
- Central Braille press which is the largest press of Braille literature for school and college education
- Rehabilitative services for persons with visual disabilities
- Cross-Disability Early intervention and assessment services
- Post Graduate, Under Graduate and Diploma courses in Special Education and Rehabilitation Psychology
- Undertakes Research and developmental activities
Ali Yavar Jung National Institute of Speech and Hearing Disabilities (AYJNISHD), Mumbai
- D, Post Graduate, Under Graduate and Diploma courses in Audiology, Speech Language Pathology, Special Education, etc.
- Nodal agency for Cochlear Implant Surgery and post operative rehabilitation. At present 186 hospitals empanelled for the said surgery.
- Tertiary level care, evaluation and diagnosis of speech- language and audiology impairment.
- Diagnostic, therapeutic, educational and vocationalservices topersons with speech and/or hearing disabilities.

Indian Sign Language Research & Training Centre (ISLRTC), New Delhi
- Develops trained expertise for using, teaching and conducting research in Indian Sign Language.
- Diploma course in Indian Sign Language Interpretation (DISLI) and Diploma in Teaching Indian Sign Language (DTISL)
- A well researched dictionary of Indian sign language (10000 words) developed.
- Signed an MoU with NCERT to convert course books and materials for classes-I to XII into sign language
- Promotion of accessible Indian Sign Language in audio visual & social media.

National Institute of Mental Health and Rehabilitation (NIMHR), Sehore
- Cabinet approved in 2018, the proposal of establishment of National Institute of Mental Health Rehabilitation (NIMHR) at Sehore, Madhya Pradesh.
- NIMHR objective to promote mental health rehabilitation using an integrated multidisciplinary approach and developing trained professionals in the area of mental health rehabilitation.
- At present NIMHR is functional from a temporary accommodation provided by the Govt. of Madhya Pradesh at ‘Old Zila Panchayat Bhawan’, Sehore.
- NIMHR is providing rehabilitation and clinical services & also runs Certificate Course in Care Giving (CCCG Mental Health), Diploma in Community Based Rehabilitation (DCBR) and Diploma in Vocational Rehabilitation- Intellectual Disability (DVR-ID).
Composite Regional Centre for Skill Development, Rehabilitation & Empowerment of Persons with Disabilities (CRCs)
Department has approved setting up of 25 Composite Regional Centres (CRCs) as extended arms of National Institutes. Basic objective of CRCs are to provide rehabilitation services to all categories of Persons with Disabilities (PwDs), train rehabilitation professionals, workers and functionaries, undertake programmes of education and skill development for PwDs and create awareness among parents and the community regarding needs and rights of PwDs. Cross-Disability Early Intervention Centres for Children
with Disabilities
Early childhood (0-6 yrs) is a time of remarkable brain development. It is the critical period that determine a persons’s ability to reach her/his lifelong health, social and economic potential. Providing quality early childhood intervention early in a child’s life supports them to develop the skills needed to enable him to lead an independent and dignified life. Early Intevention provides specialized support and services for infants and young children at – risk or with disability and/or development delay and their families to help their development, well-being and participation in family and community life. Initially, single-window Early Intervention Centres in 7 National Institutes and 7 Composite Regional Centres were set up as pilot basis and now 20 Cross-Disability Early Intervention Centres for Children with Disabilities (CDEIC) are operational across the National Institutes and Composite Regional Centre.
