Scheme for Implementation of the Rights of Persons with Disabilities Act, 2016 (SIPDA)
The Ministry has been implementing the Scheme for Implementation of the Persons with Disabilities Act, 1995 (SIPDA) to provide financial assistance for activities outlined in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. These primarily focus on rehabilitation and the provision of barrier-free access. Grant-in-aid is offered to State Governments and various Central and State Government-established bodies, including autonomous bodies and universities.
The SIPDA Scheme was revised and reformulated on 28 January 2016. The following activities are supported under this scheme:
- To provide a barrier-free environment for persons with disabilities, including access to educational institutions, offices, public buildings, recreational areas, and hospitals. This involves ramps, rails, lifts, adapted toilets, braille signage, auditory signals, tactile flooring, curb cuts, zebra crossing markers, platform edges for the visually impaired, and appropriate disability symbols.

- To enhance accessibility of infrastructure, transport systems, and ICT through the “Accessible India Campaign (Sugamya Bharat Abhiyan)” aimed at universal accessibility.
- Support and establishment of CRCs, Regional Centres, Outreach Centres, and DDRCs.
- To assist State Governments in organizing camps for issuing disability certificates.
- Awareness campaigns and sensitization programmes for stakeholders and through Information, Education, and Communication (IEC).
- To support resource centres for disseminating disability-related information, counseling, and support services.
- To promote accessible physical and digital libraries and knowledge centres.
- To encourage R&D in disability rehabilitation.
- Support for preschool training, parental counseling, caregiver/teacher training, early detection camps, and early intervention for children aged 0–5 years.
- To establish diagnostic and intervention centres at district headquarters and Government Medical College locations for hearing-impaired children.
- Grant support to States/UTs for infrastructure of the Offices of State Commissioner for PwDs.
- Construction of special recreation centres for PwDs on government/local authority-owned land.
- Support for national and state-level sporting events for PwDs.
- Identification and survey/issuance of Universal ID for PwDs.
- Financial support for any other disability-related activity not covered by existing departmental schemes.
