    Unique Disability ID (UDID)

    The Unique ID for Persons with Disabilities project is being implemented to create a national database of Persons with Disabilities (PwDs) and issue a Unique Disability Identity Card (UDID) to each individual. This initiative ensures transparency, efficiency, and ease in delivering government benefits to PwDs while maintaining uniformity across regions. It also aids in tracking the physical and financial progress of beneficiaries across various administrative levels — village, block, district, state, and national.

    The UDID project, launched by the Department of Empowerment of Persons with Disabilities, aims to build a comprehensive end-to-end system for issuing Universal IDs and Disability Certificates. This system includes:

    1. Nationwide availability of PwD data through a centralized web application
    2. Online application submission for Disability Certificate/UDID card (offline submissions are also allowed and digitized later)
    3. Efficient assessment process by hospitals or Medical Boards to calculate disability percentage
    4. Elimination of duplicate PwD records
    5. Online renewal and update of information by or on behalf of PwDs
    6. Management Information System (MIS) reporting framework
    7. Integrated management of various government benefits/schemes for PwDs
    8. Support for additional disabilities in the future (currently 21 disabilities, subject to updates)

    Below is a brief overview of the card generation workflow and the key users of the UDID application:

    1. Persons with Disabilities (PwDs): PwDs must register at the

      UDID portal
      . Once registered and logged in, they can apply for a Disability Certificate and UDID card, track their application status, request renewals or replacements, and download/print their certificates. The portal also helps locate their CMO Office/Medical Authority and District Welfare Officer, and provides information on available disability-related schemes and news.
    2. Medical Authorities: CMO Offices/Medical Boards use the portal to process applications, verify details, perform assessments, and issue Disability Certificates/UDID cards electronically. This digital workflow speeds up processing and ensures timely delivery.
    3. District Welfare Officers: These officers assist PwDs by managing application counters and facilitating registration camps. The portal also supports implementation of government schemes for PwDs.
    4. District Collectors: They oversee project implementation and use the portal’s reporting features to monitor effectiveness and coverage.
