    Vigilance Unit – Department of Empowerment of Persons with Disabilities

    The Vigilance Unit in the Department of Empowerment of Persons with Disabilities is the nodal section for handling all vigilance matters of the Department and those related to Group ‘A’ Officers of the Autonomous Organizations, Public Sector Undertakings, and Statutory Offices under its administrative control.This unit is headed by a Joint Secretary level Officer, who functions as the part-time Chief Vigilance Officer (CVO) of the Department. In addition to the Department’s own vigilance setup, each Autonomous Organization, Public Sector Undertaking, etc., has its own vigilance structure headed by respective CVOs or Vigilance Officers (VOs), who coordinate closely with the Vigilance Unit of the Department.

    Functions of the Chief Vigilance Officer (CVO)

    The functions of the CVO are broad and include:

    • Investigating or arranging investigation into verifiable allegations reported to them.
    • Processing investigation reports and seeking advice from the Central Vigilance Commission (CVC).
    • Issuance of prosecution sanction orders under Section 19 of the Prevention of Corruption Act, 1988, particularly in CBI cases, in consultation with the CVC where required.
    • Managing matters related to the maintenance of Annual Property Returns.
    • Reviewing the acquisition and disposal of movable/immovable property by officers of All India Services, Central Group ‘A’ Services, and Central Secretariat Services.

    Other Responsibilities

    The Vigilance Division is also responsible for ensuring the observance of Vigilance Awareness Week in the Department and its subordinate offices.
